Diagnose a mutation without external impact

“Mutated” means AIT changed the delivered structure. It does not mean the target used the value or caused an effect.

1. Check Change for the exact path and before/delivered values.
2. Check target acceptance. A rejection ends the propagation path.
3. Check Rule for selector, predicate, transform, or encoding disagreement.
4. Check Context for the response, delegated hops, task/artifact lineage, and existing oracle evidence.
5. Add a controlled file, callback, datastore, transaction, or tool-event oracle when possible.
6. Keep the result at mutated when no independent effect can be observed.
7. Rerun the close control if it is absent or unexpectedly active.

Do not create an impact finding from the model response alone. A defensible observation-only finding may still record unsafe acceptance or control failure with an explicit evidence limitation.
